First contacts between SOS-Kinderdorf International and the Angolan government were made in 1986, although at that point the government proved not to be interested in reaching an agreement with SOS-Kinderdorf International. In 1992, discussions were held once more and this time, a government agreement was signed. The cornerstone of the first SOS Children's Village in Angola, Lubango, was laid in September 1994 and after only two years of construction works, the family houses were completed.

In August 1996 the first children moved in and in April 1997, the affiliated SOS School, the SOS Kindergarten and the clinic were put into operation. In February 2000, the plans for the construction of a second SOS Children's Village in Benguela, a harbour city at the west coast, were approved in principle.
