The work of SOS-Kinderdorf International started in 1996, when first contacts between SOS-Kinderdorf International and the government of Kyrgyzstan were established. Soon the decision was made to build an SOS Children's Village in Kyrgyzstan and already in March 1997 a government agreement was signed. The Kyrgyz government donated an approx. six hectares plot of land in Bishkek and on 18 August 1997, the cornerstone-laying ceremony took place. In October 1998 the construction work was completed and on 15 January 1999 the first families were able to move in. About six months later, on 22 July 1999, the official opening ceremony took place in the presence of Helmut Kutin, president of SOS-Kinderdorf International, and important representatives of the Kyrgyz government.

Shortly afterwards the decision was taken to build a second SOS Children's Village in Kyrgyzstan and a suitable plot of land was found at the northern shore of lake Issykul in Cholpon Ata. In September 2000, Kyrgyz president Askar Akaev laid the foundation stone for the second SOS-Children's Village, while Kyrgyzstan's first lady, Mrs Mairam Akaeva, took part in the cornerstone-laying of an SOS Hermann-Gmeiner-School in Bishkek.
