Negotiations between the Latvian government and SOS-Kinderdorf International started in 1992. Since the search for a suitable plot of land near the country's capital, Riga, remained unsuccessful, the decision was made to take a 2.8 hectares site in Islice, a suburb of Bauska, 65 kilometres south of Riga near the Lithuanian border. The official government agreement was signed in September 1995 and on 3 July 1996 the cornerstone laying ceremony took place in the presence of the Latvian State President, Mr Ulmanis, and many other public figures.

After roughly one year construction of the SOS Children's Village Islice and the connected SOS-Kindergarten was completed. In September 1997, the first children moved in. The official inauguration of the SOS Children's Village Islice took place on 25 October 1997 in the presence of the President of Latvia and Helmut Kutin, President of SOS-Kinderdorf International, and many other guests of honour. In June 2001, two additional family houses were erected.
