The fifth SOS Children's Village in Paraguay was constructed in Luque, a town about 10 km from the capital Asunción. The SOS Children's Village is located in a residential area inhabited by people belonging to the lower middle class. In the wet season, it is difficult to get to the SOS Children's Village since there is no hard-surface access road.

The SOS Children's Village was constructed on a plot covering 45.329 m˛. It consists of 12 family houses, a Village Director's house, houses for the SOS aunts, an administrative building, a multipurpose hall and a playground. Furthermore, an SOS Kindergarten and an SOS School were built which are also attended by children from the neighbourhood. Public schools, hospitals and shopping centres are within easy reach.
