The industrial town of Qiqihar is situated in the very north of China, in the province of Heilongjiang, Manchuria. It is an important economic and cultural centre, with 5.5 million people living in the greater urban area. The construction of the SOS Children's Village Qiqihar started in 1991 and was terminated two years later. Soon afterwards, the construction of an SOS Youth House began. This SOS Youth House was finished in the spring of 1994. In 1995, SOS started building a vocational school, which was finished in the following year.
The SOS Children's Village Qiqihar consists of 15 family houses, an SOS Kindergarten, a clinic and the SOS Youth House and school mentioned above. It also has its own sports field. The SOS Children's Village is situated in the western part of the town, on the river Nen, where there is a well-developed local infrastructure. There are three primary schools, two secondary schools, five colleges, two big hospitals, a shopping centre and other public services close by.
